Comprehensive EEO Complaint Lifecycle Services

TRG supports the complete EEO complaint lifecycle, beginning with the initial intake process. Our personnel coordinate intake documentation, assist with determining timeliness and jurisdiction, and ensure proper acknowledgment and logging of contact from aggrieved individuals in accordance with MD-110 and 29 C.F.R. Part 1614.

During the pre-complaint stage, TRG's certified EEO counselors provide timely, impartial counseling services that help clarify issues and explore early resolution options. Counseling reports are submitted promptly and in accordance with federal requirements. While agencies may elect to offer ADR, including mediation, at this stage, TRG follows agency directives in determining when such services are applied.

Upon conclusion of informal counseling, TRG supports issuance of the Notice of Right to File (NRF) and assists with tracking subsequent filings. We are also prepared to assist with timely processing and logging of formal complaints to ensure smooth transition into the formal stage.

TRG's legal writers prepare high-quality acceptance and dismissal letters, applying jurisdictional analysis and procedural compliance with MD-110. We are all well versed in and avoid fragmentation. All documents are reviewed for legal sufficiency, clarity, and adherence to agency format.

Our certified EEO investigators, some of whom are attorneys, conduct impartial investigations using virtual interviews, written interrogatories, affidavit development, and documentary analysis. Investigations are completed within required timelines and undergo internal legal sufficiency review to ensure quality and regulatory compliance.

TRG's Final Agency Decisions (FADs) are written by experienced legal professionals and reviewed for consistency with EEOC precedent and procedural posture. We also support agency compliance with FAD outcomes when remedial actions are required.

If a complaint proceeds to a hearing or appeal, TRG assists the agency in preparing summaries of evidence, litigation files, and agency declarations. Our team coordinates with agency counsel as needed to support timely and complete responses to the EEOC or MSPB.
EEO ADR

As part of TRG's full-spectrum EEO services, we provide mediation support at both the pre-complaint and formal stages of the EEO process. Our roster includes experienced federal-sector mediators, many of whom are licensed attorneys and trained under the Interagency ADR Working Group guidelines. We offer voluntary mediation services that are neutral, confidential, and designed to resolve disputes efficiently and restore productive working relationships. Mediations are conducted virtually or by telephone, allowing timely access and flexible scheduling. Each mediator is adept at handling sensitive allegations, including harassment, reprisal, and hostile work environment claims.

Experienced and Credentialed Personnel

Our investigators are certified EEO professionals who have successfully completed the EEOC-required 32-hour basic investigator course and maintain currency with the 8-hour annual refresher.
